The amendment is reasonable and offers opportunities for sheepdogs to be out, if that is required, as well as rescue dogs.
But sheepdogs are not good dogs to have in urban areas because they require a great deal of work.
Of course there are the obvious exceptions such as guide dogs for the blind and the shepherd's marvellous sheepdog, and they possibly deserve special consideration.
The only animals covered there are horses, and sheepdogs perhaps.
There is no intention whatever that sheepdogs, military tournaments, jumping exhibitions, whippets, or anything like that should be interfered with in any way.
Most horticultural shows have, also, a pony show, sheepdog trial, dog show or livestock show contributory to the main theme of fruit and flowers.
