This is a skin condition of unknown origin that causes a whitish ring of indurated tissue (a cicatrix) to form near the tip of the prepuce.
It derives its name from the word "cicatrix", which means scar.
The officers in question classify on the statements of the medical officers of the hospitals to which the cases are admitted as to the presence or absence of vaccination cicatrices.
