In a foreword to the readers of the New Dawn, however, a faintly ominous note was sounded.
In all that has been written in this foreword the design has been merely to sketch, to outline some of the larger achievements of the United States Navy in this war.
My main object in this foreword is to commend to the public who take an interest in this grave problem a discussion of it, which is alike timely and thorough and reverent.
