One of the big problems is not fuel bills, but pensioners not having enough money in their pockets—even money to which they are entitled.
In some countries the ratio is about even money, with each getting around the same.
But, unfortunately, we all know that not good will, and not even money subsidies, will produce houses.
Even money may not achieve that and people may die if something is not done.
And so, to my mind, the risks look no more than "even money"—and the odds may be more favourable.
To be self-supporting is to have a condition of independence and pride of outlook which exceeds in value even money itself.
Let us make it an even money chance, if not less, that they would fail.
