Will there be a race to the finishing line?
As soon as we think that we are nearing the end of the race, someone always moves the finishing line.
Addressing that problem was germane to ensuring that some projects stood a real chance of making it to the finishing line.
Sometimes the horses that we have backed economically do not even get to the starting gate, let alone the finishing line.
This proposal should be the starting rather than the finishing line though, since the objectives go far beyond the creation of an interinstitutional group.
