The reason for my adopting this approach was the limited range of both forenames and surnames that appear in the registers : there are simply too many possible candidates.
Owners and therefore properties which cannot be typed in this way include estates, institutions, governments, businesses, corporations, multiple owners, unknown owners and owners with gender-ambiguous forenames.
It was to remove this misunderstanding that "forenames" was substituted.
The use of forenames is necessary to reduce the risk of personation and to assist staff at polling stations in identifying voters.
The order also introduces a new procedure for the changing of forenames and surnames in birth registers.
So the identification code number of a person is his birthday and a number of elements of his first forename and surname.
To remove this misunderstanding, "forenames" was substituted.
However, only one change of forename and three changes of surname are permitted.
