I was always struck not only by the physical problems of disabled people and their carers but the emotional anguish which resulted from the fighting and the chivvying.
We see our role as encouraging the two communities towards a settlement—chivvying and urging them and other guarantor powers, and fostering the right environment for negotiations.
It is no good chivvying people to get their cars out of the way when there is no place for them to go to.
