There is now no genuine obstacle to prevent them from initialling the agreements.
Not to be consulted until five (and in the other case four) months after the initialling of the agreement is bad enough!
I would be rather sceptical about having a special period between the end of the negotiations and the initialling of the agreement.
It is no good our initialling heads of agreement on matters about which we know nothing, which is what it would amount to.
