All functions of state government had undergone cuts in previous sessions, but the ongoing reductions in state spending also threatened to defund numerous departments and functions of government.
As the funds are designated mandatory spending (they are not controlled by the annual appropriations acts), the funds would remain even if the move to defund the reform law succeeded.
