0 a general vote made by the people of a country etc for or against a particular government proposal etc -- cuộc trưng cầu dân ý
The government has decided to hold a referendum on the issue.
In the case of the president's party, the relationship between performance and the vote contradicts standard referendum theories of economic voting.
It does this when it elects those in government or gives support to one or another policy in a referendum.
However, we should not forget that casting a vote in a referendum is not exactly the same as advancing an opinion in a survey.
In calling for this referendum and appealing directly to the people, the government side-stepped the existing amendment procedures.
Yet, it must be noted that the referendum was purely a procedural measure seeking to institutionalise a process of demilitarisation that had already taken place.
These referenda were obviously launched by leftist parties and trade unions (table 2).
Therefore, under the constitution the multiparty question is left to a future referendum and not definitively settled.
Up until 1945, the optional referendum represented an efficient veto point for groups opposing the welfare state to dilute state-interventionist social policies.
