Why not, for example, make fly-tipping an arrestable offence now?
There are currently no national data available on the extent of fly-tipping, as statistics on fly tipped waste are not collected centrally.
Indeed, clearing many of the trees will only aid the fly tippers, because they will have more empty land on which to fly-tip.
I think that it is because people drop litter and fly-tip when they should not.
Anyone with a mind to do so has always been able to fly-tip on that bit of railway land.
If people risk facing a penalty, they will be tempted either to fly-tip their rubbish or to place it surreptitiously in their neighbour's bin.
